In the near future, the world is controlled by a corrupt government and threatened by the sorceress Abdullah the Slaver. Kirin, a hired assassin and top-class agent, infiltrates a city to take on its enemies, but is attacked by the police and imprisoned. After breaking free, he sets out to take revenge on Jack Layzon, the Judicial Affairs Director who originally hired him, and on three members of the Teki who want him dead for personal reasons.
